I am fairly sure that the federal judges hate these copyright lawsuits and have a strong incentive to award minimum damages so to stop the filing of more lawsuits.

No. Because Ditko's case involves the 1909 Copyright Act and the F13 case is under the 1976 Act. Different rules applied.
@Zernerlaw Mr. Zerner, I was curious: usually when legal cases such as these are won, they end up influencing unrelated cases, such as the Ditko versus Marvel/Disney lawsuit currently going on, over rights of characters Steve co-created. Will events of the F13 case benefit Ditko's state?
